Nope, Asterisk will not do this, at least not without some serious busy-detect action going on and some tinkering with the dial and agents code, in which case any call that is not busy will have to wait a second or two for Asterisk to say that it isn't busy.
Another way to go is to look into what the shady-dial people have done with agents/queues, they have probably already figured that part out. Or, you can try a different Asterisk-based predictive dialer: VICIDIAL, which is a part of the astGUIclient suite: http://astguiclient.sf.net/ It's got web-based management, a cross-platform GUI client, it'll run across multiple Asterisk servers and it's also free.
