It sounds like you don't really understand what T.38 is. You need some form of modem to get from a normal FAX machine to a T.38 channel. spandsp can do that. A normal FAX modem can do that. You need a modem somewhere, though. That is why developing the FAX modems was the first step towards providing T.38.

We do tests for compatibility with one of the biggest national telecom and if they are OK, they will offer Asterisk based IP PBX to their clients instead Cisco. Using G.711 or implementing T.38 in Asterisk or adjusting Asterisk to OpenH323 T.38. From our expirience Asterisk detect that the line is with Fax data. The problem is what next.
So how does the FAX get from the fax machine to the T.38 channel with spandsp?
