I want it to *always* call SIP/405 first, and if they're busy or don't answer, it should fail-over to SIP/403 etc.
I've been using RR and what you described is EXACTLY what has been
happening. So I don't know why yours isn't doing that. I'm using agents but
I can't imagine why that would cause RR not to work right.
So how do you determine the order in which the agents are tried? Is it just by the order you specify them in queues.conf? Does it *always* try the same agent first, and can you choose which agent that is?
