Something's not right there. If there's 100 volts on the line, the set
should be expected to ring constantly (i.e. no on/off duration).

If you want, you can stop by the dungeon here and we'll hook it up to
some testing gear I have and see what's wrong with it. Bring the phones
too, just to be sure.
