I have confirmed that I can order a dry loop DSL here in North Bay. They charge $10 or $15, depending on your location, for the "dry loop" fee, on top of the DSL. I'm only assuming that if it's available in North Bay, it must be in Toronto.

While you have been able to order a loop for many years you needed to provide the connection on both ends (ie you were not connected to the Nexia DSL network) Having worked for Magma before they were purchased by Primus I can tell you they generally offer excellent service and if you are using Unlimitel they are the best DSL option as all traffic between Unlimitel and Magma does not cross the public internet. However, I made the move to Rogers from Magma (in order to shed my local line) and have not looked back. Traffic from Rogers in Ottawa to Unlimitel usually routes via Torix which is pretty reliable/fast.
