It sounds to me like your provider just doesn't know about their new feature and/or just doesn't know how to deal with it and so they are blaming the "big evil Bell" for not wanting to provide you with this service.  In reality, although Bell is big and evil, they do comply with the CRTC regulations of providing the dry loop service (where possible).  You'll probably need to talk with a more senior technical person at your ISP to work this out.

Wow, I'm paying $66/mo for a 4km SDSL (dry copper) pair. I should find out
what it'd cost and perhaps switch over to a different provider than 
myself!
