With my 7940s and 60s, whenever I run into a looping cycle like that
(usually with one client who's natted), I press *, 6 and Settings at the
same time to reset the phone, then I hold #.  Then while it's resetting, it
will say "Reset key sequence detected" and then you punch in: 123456789*0#
and then it will reset to factory defaults.

So far that hasn't failed me, I hope it helps you,
