So, this isn't likely to be the most robust suggestion and I'm not
suggesting that it's ideal but it might address your problem quickly and
cheaply while you work on a better solution:

As Andrew suggested, and based on your observation that the broken leg of
the conversation is particularly outbound, you could try artificially
limiting your outbound traffic on the WRT.

From the WRT admin menu (at least on my version):
Applications and Gaming --> QOS:  Enable 'Upstream Bandwidth"  Try setting
it to something conservative like 800Kbps as Andrew suggested.

If you're not using Asterisk inside and you're just using the Polycoms out
to Unlimitel, are you using the WRT's MAC based or port based priority?  You
may not be applying QOS to the RTP traffic.  It doesn't allow for a range of
ports like the 10000-20000 that Asterisk uses, and I can't remember what the
Polycom's use by default.  What I'm saying is that if you're applying QOS to
port 5060 then you're not actually fixing the voice traffic, just the
control traffic.

As for your 2600, I wouldn't count on getting much help from Allstream.
Chances are they consider the Ethernet interface to be your demarc and the
rest of the box is their network and they won't let you touch it.  That's
just my guess.
