It's ISC's dhcp server.

It wasn't static reservations that was setup, but it was something like:

Hardware group 00:04:f2:**:**:** {
        Get addresses 192.168.1.100 to 192.168.1.200 }

What sort of DHCP server are you running?  I may be able to help you
with some info there, but different servers handle it different ways.

I saw that someone here had limited their DHCP server to only server
IP's to MAC ranges owned by Polycom phones. 
Anyone have an example? I can't find it anymore...
