You could load up Trixbox on an old PC and with an FXO card installed
quite easily. Add a small UPS for temporary power outages at least.
Set up the default inbound route and then the IVR can then be configured
to go to voicemail boxes only. I'm not sure if you are going to get
anything more turnkey than that with all of the features you are looking
for. Remote access to FreePBX works quite well and is a known
quantity. You might want to use an old version of Trixbox like 1.2 to
keep the interface simple.
