Hopefully I'm not steerin' ya wrong, but I'd say it's a safe bet the fact that it's a virtual machine is a factor, somehow.

When you say "amazon instance" do you mean it's a virtual machine in the
amazon computing cloud? In that environment, the CPU is probably not
100% dedicated to you. The algorithm that determines the transcoding
times for 'show translations' may not be related to the actual
transcoder (in other words, it may just estimate). I'd personally be
suspicious of any results from 'show translations' on a virtual machine.

This is an uneducated guess, but I would suspect that there'd have to be
some special flags you'd want to pass to the asterisk compiler to let it
know about the virtual machine (I recall reading something about that
somewhere, but can't for the life of me remember where or when). The
linux compiler might need to know something about that as well.

Anyhow, to save time digging around, I would suggest answering the
following two questions:
1) do you need any of those codecs?
2) do you have any audio quality problems?

If the answer to both is 'no', then I for one would not worry about it
too much.

IIRC, that describes the time in milliseconds estimated to transcode
between the codecs.

Do you use any of those codecs? If not, you might want to noload them in
modules.conf

What sort of CPU is that running on? Is it a normal flavour of linux?
