Typically, for any leased line scenario (DSL, T1, and Fiber), Bell provides the circuit only. Bell will deliver one side of the circuit to customer premises and the other side to the CO. the third party ISPs will take the circuit from CO and connect it to their network equipment. So, there is no Bell equipment involved. if any bell equipment is involved for the leased line, the price will go up for the third party ISPs as each physical interface on bell equipment costs money for them to provision and maintain.
