It's set redirection on the Norstar if you want to call forward to an external 
number.

To redirect your calls to an external number.

Press [Feature] 84
Press your line button
Enter 9 plus the number you want your phone to be redirected to.
Press soft key OK.
Press soft key ALL.
Press soft key OK.

Your calls are now redirected to the external number.


To turn off redirection.

Press [Feature] #84
Press soft key ALL.
Press soft key OK.

Call will now ring to phone in office.

hmmmm....so it could be just a firmware update. And where do I start for that 
(how to get to do the config and where to get the updated firmwares if you 
know.)

 

Also, would you know the details of how to get the call forward working through 
call pilot voicemail system?

If you are getting the number then you must have the right line card. Name 
display support might be a firmware update. I seem to remember that call 
forwarding outside the system was implemented through the call pilot voicemail 
system, but I'm no longer sure about that. My last norstar system was removed a 
while ago now.

Also, I checked again and they can see the number display but no name display. 
Do you still think they are lacking a caller ID display card like:
