What's at the other end of the PRI?

The only things those alarm lights check are framing and bipolar errors. They do not perform any data integrity checks. That's the responsibility of the end devices. You can run Bit Error Rate Tests (BERT) to verify the line is good. However, as you mentioned, line problems should cause random noise. Noise on a specific channel would indicate it's coming from the other end. Also, with a PRI, it's entirely possible that the various channels may be connected to different end points. Regardless, the switching equipment should be transparent and not introduce any noise.
