The old SPAN lines would have voltage in that range. They'd be used for carrying a DS1 (T1) over long distances with repeaters every 6000(?) feet. The repeaters were powered by high voltage DC fed into the pair. There'd be a positive voltage at one end and negative on the other. The repeaters were wired so they'd be in series for the DC power.
