Hi Bruce,

I had an afterthought.  Paging systems often have an FXO port on them that
would allow you to trigger the night ringer and or an FXS port to play an
announcement by connecting an ATA.  I don't know why I didn't think of that
first.

I also like that Velleman gadget that James suggested.  They look cheap and
cheerful.  I guess you just need one for each incoming line.  A closed
relay is a closed relay so you should be able to just hook them up in
parallel on the contact side.
