Well, I would start by cracking open a fresh can of festival and then setting up the festival_server process on a separate server.
You then use the in-built asterisk application Festival to send commands to the festival server process and retrieve a wav stream over the network.
There are some alternatives to accessing festival using AGI that might also be worth considering.
