Well,

looks that you ahve your driver loaded in the right order. What does LSMOD 
say ???


I used HCFPCI cards as well, but switched to other CAPI drivers and 
chan_capi due to better support.
Nevertheless, the hfcpci and chan_misdn worked in my box- just not stable 
enough ...

Nevertheless check the last line in your mISDN.conf. There it should read 
"msns=123456"
