Mark,

        Try this one liner with sox in AstLinux:

sox -V [mp3.mp3] -t au -r 8000 -U -b -c 1 [ulaw.ulaw] resample -ql

This probably won't work in most linux distros because they don't 
include the libmad libraries like I do ;).
