You might try: Software for Linux http://heyu.tanj.com/ + CM11A Interface (serial port) http://www.smarthome.com/1140.html + Appliance Module (power relay) http://www.smarthome.com/2001.html It may be a bit of a kludge, but I have a similar setup at home using X10 (not AstLinux), but it uses software that is one-way only to dial Asterisk extensions based on X10 signals coming in, not the other way around.
