That is correct and necessary for phones to get data from the Astlinux 

machine.


Maybe for Polycoms, buy my Linksys SPA-942's work with NTPBROADCAST not set, the default.  My SPA-942's time sync by doing nothing more than setting the AstLinux IP address in the SPA-942's NTP server setting.

Maybe a good rule, if the IP Phone interface requires an NTP server IP address, then NTPBROADCAST=no (AstLinux default) should be fine, but if there is no NTP time server setting then try NTPBROADCAST=yes as the phone may use "listen mode" to NTP broadcasts.   NTPBROADCAST=yes would also probably require the phone to be in the same subnet as the AstLinux box.
