AH HA! The .img.gz is the wrong file. You want the tar.gz file contents to go in /oldroot/cdrom/os. If you're doing that manually, you'll also want to create a 'ver' file that contains astlinux-0.6.X. The .img.gz file is an image file that is only used for the initial installation.
