Add e.g. DHCPRANGE="230:249" to your user.conf

I use "htb" for a customer and it works fine for them.

Yes, we were also looking at res_phoneprov but, as you say, found it too 
limiting.
We are still looking for other ways to implement provisioning, but we didn't 
find the right solution right now.
