I used iw to set reg for example to US but iw get show 00 again. I think there 
must be something wrong in new driver compat-wireless-2009-08-08 because my 
last driver (kernel 2.6.27.7) with the same setting for new one, shows the 
correct valuse for txpower (27 dbm). new driver show txpower is 20 dbm Whiles 
epi-3601s is 600mw card.

The MadWifi problems should be discussed in MadWifi lists.  It's a
different piece of software with different problems.  I think it's a
known problem for MadWifi:

The version of ath5k is the version of the kernel.  Until you specify
it, there is nothing to discuss.

Because ath5k is mac80211 based and doesn't contain some code for AP
management that MadWifi has.

It means you didn't set it to your country.  Use "iw reg set" for that.

I have no idea.  One would need to analyze the traffic, rates,
fragmentation, delays on both sides.
