I think this happens because the card switches output connectors (miniPCI 
cards have two antenna connectors). We had this problem even in FreeBSD and 
had to set a fixed TX antenna.

I hit this too when I did the measurement and had the pigtail connected to the 
wrong connector. There is currently no TX antenna setting in Ath5k, so I had 
to hardcode it in the call to ath5k_hw_set_antenna_mode().

Before I did that, the output power was really aproximately 20 dB lower. 
Unfortunately I didn't write the value down, but I think it was -13 dBm 
instead of 11 dBm.

I don't understand yet why the hardware chooses to swap antennas from time to 
time. Maybe it in fact works OK in normal situation, but it gets confused 
when it's hooked to a spectrum analyzer and didn't receive any packets.
