Assuming the voices you have installed are sapi voices, yes. Go in to
the control panel and choose speech. There is a text to speech tab that
will allow you to set the default voice. Whether or not this works
depends somewhat on the program you are using.

Is it possible to change the default voice in a computer? I use it for
a couple of small things, and, frankly, I have better voices in here
that I’d like to substitute if possible.
