I went into the control panel, and there's no speech link. I looked in
sounds, just in case, but there was nothing there either.

Assuming the voices you have installed are sapi voices, yes. Go in to
the control panel and choose speech. There is a text to speech tab that
will allow you to set the default voice. Whether or not this works
depends somewhat on the program you are using.
