He is certainly welcome to send a donation to ATI but no, he isn't eligible to be a member of ATI. Believe me, I would welcome him as a member but it's in the bylaws that only Missouri residents can be a member of ATI or MCB.

You can be on this e-mail list, but you must live in Missouri to be a member of MCB and the ATI Affiliate. Therefore, you would not need to pay dues if you live outside of Missouri. And yes, you would receive benefits if you were an MCB member, but not so if you just want to be on this e-mail list. Donna
