False. It's just that many of the WG members that are still with us
are those that have proposed these very same things in the past, and
had them rejected.
Wearing my WG Co-chair hat, I disagree with that assertion and the
logic behind it. The WG is who is here and speaking up, regardless of
the reason; that is how the IETF works.
