Those a manual merges, so it's a bit more work.  Additionally, when the
sources are in Emacs, the Emacs devs will probably do changes there,
too, which have to (manually) merged back into the auctex repo on a
regular basis.  And if there are some slight differences between the
normal auctex and the emacs version [1], those have to be kept intact on
every merge.

IIRC, there have been multiple times where the org merges had problems,
e.g., introduces bugs or the org maintainers at that time simply had no
time to do the work when the Emacs maintainers wanted to do another
release.
