This feature was implemented long before, in the days when huge TeX distributions like TeX Live and MikTeX didn't exist. In those days, the .sty files which ordinary users have in their global TeX tree were only the ones accompanying standard LaTeX. I guess it was a good idea at that time to make AUCTeX parse all those limited .sty files, where troubles like [1] were unlikely to occur.
