Sorry - all those strings in Transcription Toolbar are for a poorly
thought out feature which is disabled in normal builds of Audacity. The
feature is/was intended for people transcribing voice recordings and its
idea is to help them automatically mark up word sin the audio. They
don't need translating (because the feature does not appear in normal
Audacity) and the strings will be removed in the next .pot file.
The only part of Transcription Toolbar that is useful or used today is
the part that plays back audio at different speeds.
For your interest, 'onset' is the start of a sound that might be a word,
'offset' is a very poorly named name for what might be the end of a
word. The naming is terrible because offset has other perfectly
legitimate meanings.

I've made these changes to the audacity source/hints, so it should be of
help to other translators too.
I'm sure there are still things that are a bit unclear - it's fine to
