This has been fixed in the meantime, although only the translation for 
Multi-Tool Status Bar messages changes immediately if you change the
language in Preferences. For the other Tools Toolbar tools you must
restart Audacity before the changed language displays.

Also the messages displayed are for the wrong tools in some cases,
but that should be fixed after 2.1.0.
