MP3 Conversion is indeed treated very specially by the code as the chain
that is always there.

Chains correspond to certain files with extension .txt and the same name.
On my Mac I find them in directory
~/Library/Application\ Support/audacity/Chains/

Most chains are defined by the user and there is no need to
internationalize the names.

I will leave alone for 2.2.0 the problem of internationalizing the name of
the one built-in chain, but make a note of this in our bug database.
