What software are you running? On the iPod and the apex. Because, it is, in fact, supported, according to apple's website, and my own experience. I've done it, and it works great. And no, if voiceover is turned off, it won't work because the braille support is tied into voiceOver. You can, however, mute the speech with voiceOver still running.
