I think he gives you the quest the first time ytou talk to him. Chess is not related at all, that's another one.
To get to the bandits, head east out of Gads and follow the path till you end up at a mountain stream southeast of the town. The bandits with the sack should be waiting just around the corner, then... Or, east for, rather, but still.
