Jayde - I don't even know what the low level bandit quest is, so it definitely wasn't my 'infinite wisdom' that decided it should be locked to all the other quests in the area. More likely it just happened to be included in the dependency lists when we added seaside. If you really think it should be changed, post a typo in the room where you first get the quest so we know where to start looking.
I also think you're overstating its value as a leveling tool, because you can brew invisibility at level 12 mage just as easy (and get brewing experience at the same time.)
