But, no. Based on what you've said, Jonikster, you are right to want to avoid New York City. It's probably a useful place to visit, but since New England is apparently well connected via trains, you could do that in your free time if you really needed to, if you lived in the northeast. (Disclaimer: has not been anywhere northeast of Tennessee, is going on how casually not-very-wealthy people have described traveling among Boston New Jersey Philidelphia and New York.)
Crime in New York was apparently even worse in the 1970s-80s. There's a reason so many superhero series are set there, besides the population density being kind to the odds of a superhero showing up there. (After all, a one-in-a-million thing happens at least daily in New York.) I'm really not sure if the NYPD was as militarized before 9/11 or after. In the absence of ninja turtles and wise-cracking web-slingers, it's either them or vigilantes. And apparently most vigilantes are more like the people in Watchmen, so the police clean them up, too.
