I am having a similar issue
but in my case utorrrent's download speeds fluctuate dramaticly
for example 1 second its 850 kbps the next it can drop to 700 or 500
constantly
this happens on welly seeded torrents as well. Like the ubuntu torrent.
this happened after my port forwarding issue dfixed itself
