Yes, it can be done indirectly using Wi-Fi or Bluetooth hardware and a separate app. If it's just data then there are loads of these Mi-Fi wireless router device thingies. I use one made by Tp-Link. It has a web interface just like a home broadband router and it allows the monitoring of the SIM and sending/receiving texts. This was very useful while I was roaming in Turkey as I could keep using my home SIM for texts but cheap data from a local SIM. It actually performed better than iPhone did, because when you're on Wi-Fi iOS doesn't limit you in certain ways that it does on cellular. The web interface wasn't too bad either; not perfect but good enough to send the activation texts and set the APN and check consumption. So anyway, yeah it's possible if you hunt around.
