You might need to create the original user, but that depends on the manufacturer. Time is automatic these days. As I recall, the last time I actually got a computer, it just loaded right up. That's not always the case. If there is anything, it's going to be simple, though perhaps not accessible. Just things like "set up the internet", or "enter a default password". Takes like 5 mins and doesn't need anyone really technically literate to help, if it's there at all.
