@Jack: MS has just as shady a past for a lot of reasons. Indeed, name any company you like,they'll have things they aren't proud of. Sony's shady past is just as bad as Microsoft or Nintendo, or Sega, or....<insert big popular company here>
Also, I doubt this'll be 110% effective like some thing because the big publishers have the money to absorb fines, and carry on absorbing fines. $100,000 may sound a lot but when you're in a position like Rockstar, you make billions a year just from one game,100k is nothing. R* could, as an example, develop a new small game, violate the CVAA, for a month,that's 30 days, or 3 million buks. They make that money back in a week with micro transactions.
