So, just a few things here:
1. A college can absolutely use something like Deep Freeze on a computer to ensure that every time it's shut down, it will go back to its previously stored settings. This may mean you have to reset speech config stuff every time you go to use a particular school computer. it's annoying, but it's legal.
2. What is not legal is insitting that a particular speech rate or preference must stay the same, and not be altered. Some people cannot process speech above or below certain thresholds, and this would constitute a violation of law, in a technical sense. Some people might get away with it, but yeah. Not gonna fly if you know what to say.
3. Colleges also can't ban laptops in classrooms. They can't ban cell phones. They can't really ban anything. Those tools are things people use for learning. They can put restrictions on your ability to record a lecture, but that's about it.
4. Most of this comes down to learning to advocate. It's tricky business, but it's got to be done.
