No, this tool simply launches the game in offline single player but you can use F1 at any time to bring the console up and connect to any server. You can also just connect to a multiplayer game by starting the game the normal way or use the steam server browser. Furthermore, if you used this tool once in the past, then all settings, scripts, key bindings, improvements and so on will still be there in your multiplayer matches. Some commands will obviously not work like the bot stuff but otherwise all the other improvements will stay.
Aiming works with your mouse. This tool locks the vertical axis so you don't need to worry about looking at the ground or into the sky. You will always look straight ahead. The disadvantage is, that you can not aim down a stair or up a hill but there is currently no way to eliminate that problem.
