Apps that are available in your country can be shared internationally as long as they're available in the target store also.
The easiest way to obtain it is in iTunes: the actions menu is near the buy button, and if you bring it up you'll get an option to "Copy link". That link should work. It won't take the person into iTunes, just to the store. (I don't like it when people use links that open iTunes, since opening iTunes can be quite disruptive.)
