@8, of course they can, assuming by older operating systems you mean Windows 7 or 8.1. If someone is still using XP or earlier, it's kind of their own fault if they can't access modern browsers/sites, and, frankly, that should be the least of their worries. There have been a barrage of warnings both about the security issues that running such out-of-date systems pose, as well as there being ample warning in most cases that support for these OS's was going to be phased out. Since I highly doubt the average home user is running some sort of POS system that would cause a Y2k-style blackout if it were to go offline, I think it's about time they stop hiding behind flimsy excuses and make life easier on themselves by upgrading. The headaches caused by trying to finagle such old software into some semblance of working order surely outweigh the hours or possibly days one might spend getting used to a new way of doing things, not to mention that there are ways to make your OS behave like the old days in many ways.
