That sounds like the openal library isn't Installed. You can press details and paste the full error details for me to confirm this if you would like. The openal is also included in the install package. I think it is the last thing that pops up. If the PCP runs then the framework is fine, which will be why it wont let you Install it. You probably already have the latest version.
If you are having trouble installing openal using the PCP install package the try installing it from the openal website instead.
