After going through the winding path with tons of trainers, go right, then up, then right, then down, then right, then go up again, you should find it somewhere around there. I haven't inserted wind objects on that route, sorry. It will be there in the next release. In the meantime I did clean up some stuff and I'll be working on Mt. Moon now.
Edit: I just inserted the Magikarp salesman and now I feel very evil lmao
