I'd like to clear something up.
I, for one, am a firm believer in the importence in anonimity. If a user wishes to remain anonymous, he/she should be able to do so by any means including masking an IP address. This aids the paranoid as well as present and future members who reside in countries effected by censorship.
In a perfect world there wouldn't be an ethical use for circumvention tools. governments wouldn't have an infatuation for obtaining far more data than necessary. Our jobs would be a great deal less taxing.
That being said, we recognize the fact that these very tools are often used to bypass bans so will obviously take a little longer. When making a decision, it's usually a no braner.
Inevitably, we detect the sporadic IP address proxy/VPN associations, potential duplicate accounts, throwaway mail services... Not a single one of these are conclusive. Duplicate accounts may be caused by multiple people using the same VPN and throwaway mail services are obviously ok. It ultimately comes down to the duck test. If it looks, swims, sounds like a duck, not surprisingly it is reasonable to conclude we're dealing with a duck.
Let's stop blaming specific people for actions of the group. Liam isn't the only one to deal with unrestricted users, nor is he the only one who can. Actions of one speak for the actions of us all.
