There's literally only one real use for level up herbs (at least for me):
move divination. Save the game, pick a manamon you want to peek at its future moveset or evolution, and pump all your herbs into it, then reset.
Helps me prioritize what I want to train, or if I even want to train it at all.
IN all other cases, level up herbs are just a waste of gold because then you have to go and spend a bucket load of tonics.
Which, sure, if you use the exp pal and the exp scrolls you will have to do that too, but level up herbs are one-use. Once you use them, that's it, you can't use them for the divination strategy, which imho, is their best use.
It's a game your playing anyway, just spend the ten minutes for the evolution and don't complain about not having infinite one-click instant powerup items.
*shrug*
Unless you're saying your idea of fun is starting the game with a zero effort team of level 100 manamon and bulldozing your way through everything?
